Carnet Declaration

Passengers carrying goods with Carnet out of Taiwan may apply for export clearance directly to Customs at Customs Service Desk.

 

What is Carnet ?

A carnet is an international customs and temporary export-import document. It is used to clear customs without paying duties and import taxes on merchandise that will be re-exported within 12 months.

 

Notice: Taiwan only accept the Carnet issued by countries or territories that have signed a bilateral agreement on temporary clearance of customs with our government.

 

 

Items subject to Carnet

  • Professional instruments and equipment

  • Goods for display or use at exhibitions, international fairs, meetings, or other similar events

  • Commercial samples imported as display or demonstration models for soliciting business

  • Other goods prescribed under the said treaties or agreements

 

Exceptions:

Consumable goods such as tobacco and alcohol beverages, perishables, goods not intended for re-exportation, goods subject to import or export control, or goods imported for processing or repair cannot travel under a Carnet.

 

 

Valid Carnet Documents

  • within valid period

  • issued by countries or territories that have signed a bilateral agreement on temporary clearance of customs with our government

  • private travelers or businesses either:

    • the holder's name on the front cover of the carnet; or
    • a representative's name in box B of the carnet or in the authorization letter
  • completed list including the price and quantities of goods

 

 

Notice

Passenger who applies for export clearance with Carnet upon departure must also apply for import clearance to Customs upon arrival.
