Kaohsiung Customs (KHC) stated that to enhance clearance efficiency, the online advance declaration service for passengers to declare cash or other items exceeding the limit has been implemented, saving passengers’ time on-site. However, Customs reminds passengers that this online service is only for entering information in advance, and does not constitute the completion of the statutory declaration procedure. Inbound passengers carrying items exceeding the set threshold must proceed to the Red Channel, while outbound passengers must report to the Customs Service Counter for declaration and customs inspection before clearance so that the statutory procedure is completed.
KHC further explained that both inbound and outbound passengers are required to declare to the Customs pursuant to regulations if they carry money laundering controlled items, including:
1. Cash in New Taiwan dollars in an aggregate value exceeding NT$100,000.
2. Cash in Renminbi in an aggregate value exceeding RMB 20,000.
3. Cash in foreign currency in an aggregate value exceeding equivalent US$10,000
4. Bearer securities with a total value exceeding equivalent US$10,000.
5. Gold in an aggregate value exceeding equivalent US$20,000.
6. Diamonds, jewels, platinum, or any other valuables with money laundering risk in an aggregate value exceeding NT$ 500,000.
To provide convenient clearance service, Article 4 of the Anti-Money Laundering Regulations for Cross-border Declaration and Reporting was amended in 2022. Passengers may now pre-transmit declaration details for money laundering controlled items exceeding the limit to the Customs-Port-Trade Single Window platform prior to clearance via computers or mobile devices. However, there have been cases where passengers, due to unfamiliarity with the declaration procedure, mistakenly assume that online transmission completes the entire legal procedure, and fail to proceed to the Customs counter for in-person declaration, thereby affecting their clearance rights. The Customs stressed that the online advance declaration service is solely a pre-filling tool; the declaration process is officially completed only after Customs officers retrieve the online submission and conduct a physical inspection.
KHC urges all passengers carrying cash, gold, diamonds, jewels, platinum above the statutory thresholds to proactively declare their items. Passengers with inquiries regarding regulations are encouraged to consult the Customs at the Customs Service Counter before departure or at the Red Channel upon arrival to protect their rights.
