Taiwan Customs Began Comprehensively Implementing Advance Authorization Real-Name Authentication System for Imported Express Shipments on March 1, 2026

To prevent fraudulent customs declarations made under another person’s identity, strengthen personal data protection, and combat fraudulent “ghost” packages, the Ministry of Finance has revised the regulations governing customs clearance procedures for air and sea express consignments, which regulates the advance authorization real-name authentication system officially took effect on March 1, 2026.

 

Taipei Customs stated that under the “advance authorization” mechanism, importers must confirm shipment information, including the house airway bill number, description of goods, declared value, and other shipment details, submitted by customs brokers through the EZ WAY platform before customs clearance procedures can proceed. The Importers are required to verify that the declared information matches the products they purchased through the aforementioned platform. Once the importer completes the confirmation process, Customs will proceed with declaration processing and customs clearance. If confirmation is not completed, the customs clearance process may be suspended.

 

Taipei Customs further reminded consumers engaging in cross-border online shopping to carefully review notifications sent by customs brokers through the EZ WAY platform. If the shipment information is consistent with the purchased goods, consumers should promptly confirm the information to facilitate smooth customs clearance. If discrepancies are identified, consumers should select “declaration mismatch,” contact the customs broker to clarify the issue, and request resubmission of the correct declaration information.

 

In addition, the public is advised not to lend personal registration information, identification documents, or mobile phone numbers to others. Importers may otherwise bear legal liability for illegal imports conducted under their identity.

Taipei Customs emphasized that implementation of the Advance Authorization system will enhance both the security and efficiency of customs clearance for consumers engaged in cross-border e-commerce.
