Manual of Advance Cargo Clearance System

In order to implement the government's "Love Taiwan 12 Construction"-"Smart Taiwan" policy concept, the Customs Administration of the Ministry of Finance has reached a new vision of "high-quality economic and trade network" plan "convenient customs clearance and security check". The "Information" sub-plan aims to handle the rebuilding of import and export business and information systems on the basis of existing customs clearance automation, in order to create a safer, more convenient, high-quality customs clearance operating environment that is in line with the world.
The reconstruction of the customs clearance system is planned in two phases. The first phase focuses on the overall planning and the planning of related systems such as the export clearance system, maintenance of public data, new risk management systems, and five-year historical information system (five-year database). The second phase focuses on the planning of related systems such as the import customs clearance system, transit transit customs clearance system, inbound passenger baggage handling and customs administration, and the scope includes forms required for import, transit transit customs clearance, inbound passenger luggage and customs administration operations. With message.
The data reconciliation principles of this plan refer to the recommendation model of UN / CEFACT Document 34, “Guidelines and Recommendations for the Integration and Standardization of Single Window Information,” and use WCO Data Model version 3.0 as the basis for data reconciliation.
