FAQ

1.What are implementation schedules?
A: Keelung begins the pilot program of electronic paper seals in January 1, 2017, follow by Taipei and Taichung Customs in April 1, 2017. Nationwide implementation is scheduled in the third quarter of 2017.

2.What are the scopes of the implementation?
A: The shipping companies, freight forwarders, warehouse companies, container terminals, free trade zones, logistic centers, bonded warehouses that are under customs supervision.

3.What are the procedures?
A: (1) Manifest phase: Tobacco goods are screened by IBS05 program, and electronic paper seals are applied on containers at ship-side by N5170 notification. 
(2) Import declaration phase: Goods under tariff heading 2402 of F1 declaration are screened and applied electronic paper seals by N5116 notification.
(3) Export declaration phase: Goods under tariff heading 2402 of D5 and F5 declaration are screened and applied electronic paper seals by N5204 notification. As to non-autonomously managed bonded warehouses, records are made on the withdrawal permit.

4.What are the target goods?
Electronic paper seals can be applied to ship storage, warehouse for detention goods, car doors, office cabinets, good samples, safes contain foreign currencies, weapons, or drugs. 

5.Who is the operator?
A: In the manifest and declaration phases, the procedure of applying electronic paper seals are done by customs officers in person. The receiving procedure on arrival can be done by customs officers or official representatives.
