Real Name Authentication

Applicability：Simplified declaration for Import express Cargo(not related to import control, or duty pating value less than NTD50,000)

Target：Nationals of the R.O.C, foreigners with resident permit

Goal：To confirm messages from users and complete authorization for declaration by using mobile devices with real name authentication functions or by logging in with natural person certificates

1.Taiwan Customs promote real name authentication to protect poeple's personal information. In accordance with current regulations of authorization for declaration, people must render written authorization  letter of declaration and front and back copies to customs brokers, or provide foreign shopping platform or overseas senders with Identification numbers, thereby making it easier for unscrupulous vendors to embezzle relevant information and engage in illegal behaviors. We strongly recommend people using this real name authentication system, and users' ID card numbers can be replaced by authorized mobile numbers as identification numbers when making declarations.

2.Real name authentification platform provides express cargo customs brokers and consignees with electronic message value-added services related to authorization for declaration. If express cargo customs brokers doesn't sign service contract with real name authentication platform, the platform has no rights or obligations to preserve relevant electronic messages, or to do online comparison and cancellation with Customs clearance system. That is, when making import declarations via unauthenticated customs brokers, people have to render written authorization for declaration as well as front and back ID copies, in accordance with current regulations. We encourage people to choose authenticated for declarations, thereby avoiding your personal information(e.g.ID copies) getting misused by unscrupulous vendors.

3.Within personal information left in oversea shopping platform or that for oversea sendors to deliver goods, mobile numbers must be consisitent with the data of real name authorization；Otherwise, the clearance time will be postponed for a dismatch betweeen clearance system and real name authentification database.

4.There are 2 verifying methods for real name authorization App-"telecommunication verification" and "text message verification". Instead of uploading back and front ID card photos, people who own private mobile numbers can select "telecommunication verification" ,and directly link to service providers, verifying with mobile SIM cards. On the other hand, "text message verification" requires uploading front and back ID card photos. When receiving a text message with an authentication code, people can conduct verification and link to their mobile phones by entering the code with instruction.

5.We encourage people to make the most of "Online real name authentication and authorization for declaration" to protect personal information, avoiding illegal misuse by unscrupulous vendors. However, the audit sampling of authorization for declaration remains a double-track system; That is, people can still render written authorization letters as well as front and back ID card photos to express customs brokers for clearance.

6.When receiving false import declaration messages (impostor or wrong declaration), people can reply to the App or real name authentication platform with impostor situations. After receiving abnormal messages from users, Customs will start an investigation and include impostor and false declaration cases into risk assessment. As a friendly reminder, please don't make declarations with others' ID numbers or mobile numbers in case of violation of law.
