Introduction to the U.S.-Taiwan Initiative on 21st-Century Trade
The U.S.-Taiwan Initiative on 21st-Century Trade was announced in June 2022. Through two rounds of in-person meetings and multiple virtual discussions, the two sides have completed negotiations and prepared the initial draft agreements in both Chinese and English for five key topics: Customs Administration and Trade Facilitation, Good Regulatory Practices, Domestic Regulation of Services, Anti-Corruption, and Small and Medium-Sized Enterprises (SMEs). The agreement includes a preamble and eight chapters comprising 82 provisions.
Taiwan Customs Administration primarily participated in the negotiations on the Customs Administration and Trade Facilitation chapter, which aims to ensure the efficiency and transparency of customs procedures. The objectives are to simplify customs clearance and border inspection processes, expedite clearance through electronic means, and save time and costs for businesses.
To enhance stakeholders’ understanding of the Initiative’s significant content and related follow-up measures, a workshop was held on May 17, 2023, inviting representatives from industry associations and related government agencies to participate.
