Subject of the Notice: The amendment of “export section” of the "Manual of Advance Cargo Clearance System," with the addition of CPT Single Window operation codes and the "competent authority designated code," come into force on May 7, 2025.

Legal Basis: Article 26 of the Regulations Governing the Implementation of Automated Cargo Clearance Procedures and Notice Numbered 1140652188 of the International Trade Administration, Ministry of Economic Affairs on April 24, 2025.

Notice Content:

1. According to Notice No. 1140652188 and attached self-declaration form, designation code “YT” represents goods exported to the USA originating from Taiwan, which meet the conditions set forth in Article 3 of the Regulations Governing Issuance of Certificate of Origin and Certificates of Processing as well as relevant origin marking regulations stipulated in the Foreign Trade Act. On the other hand, designation code “NT” represents goods exported to the USA not originating from Taiwan.

2. The instructions for filling in item 38 of the export declarations form (N5203), which are stipulated in the export section of the Manual of Advance Cargo Clearance System, have been amended accordingly.

3. Code C86, which explains the reason why declaration is declined, has also been added in accordance with the implementation of aforementioned designated codes. The newly added code C86 represents “Please fill in 'YT' or 'NT' in the column of “competent authority designated code.”
