The Ministry of Finance (MOF) determined to impose anti-dumping duty on offset printing plate from China

Customs Administration of the MOF stated that on June 24, 2024, the MOF determined to impose the anti-dumping duty on offset printing plate from China, and the implementation date should be traced back to December 7, 2023, the date on which the provisional anti-dumping duty was imposed, and the implementation period should be for 5 years. The rate of duty is from 13.52% to 76.89%, according to the manufacturers and exporters. 
Customs Administration explained that on March 18, 2024, the MOF made a final determination that the dumping existence of offset printing plate from China, and on May 22, 2024, the Ministry of Economic Affairs (MOEA) notified the MOF of its affirmative final determination that an industry in Taiwan (ROC) is materially injured by reason of imports of offset printing plate from China that are sold in Taiwan (ROC) at less than normal value. Additionally, the MOF received a request from interested parties for the exemption from the duty in respect of certain photopolymer CTP plate. Based on the fact that the applicant did not oppose the granting of an exemption from the duties in respect of certain photopolymer CTP plate and an advisory opinion provided by the MOEA, the MOF determined that certain photopolymer CTP plate is exempted from the duties.
Customs Administration further explained that those importers having paid provisional duties can apply for refund by submitting documents proving compliance of the imported goods with the exemption goods listed in the notice. Furthermore, to avoid facing higher anti-dumping duties, firms importing such products from the manufactures listed in the said notice shall submit relevant certificates to Customs for verification of applicable anti-dumping duty rates.
