Integration of Cross-Agency Vehicle Information Service Website Revamped; Vehicle Certification and Plate Registration Services Migrate to Cloud

Customs Administration of the Ministry of Finance has announced that in response to the government's public cloud policy, it has enhanced the “Integration of Cross-Agency Vehicle Information Service” (https://www.ecar.nat.gov.tw)by leveraging the advantages of the public cloud, such as on-demand usage and high availability. This aims to provide the public with superior digital services. The new version of the service website was launched on November 30, 2023, and is now available for widespread use.
Customs Administration stated that, the previous generation of the “Integration of Cross-Agency Vehicle Information Service” was developed in 2018 in collaboration with the Ministry of Environment; the Energy Administration, Ministry of Economic Affairs; and both the Highway Bureau and the Department of Public Transportation and Supervision under the Ministry of Transportation and Communications. This service comprehensively linked the processes for import vehicle taxation, verification, certification, plate registration, and domestic vehicle verification and certification, providing a fully paperless service. Additionally, it offered functionalities for querying vehicle processing progress, estimating import car duties, and accessing statistical data.
Customs Administration further stated that the revamped service website was designed from the user's perspective, incorporating more personalized services and utilizing responsive web design to enhance user experience. The new website continues to offer the highly praised full-process inquiry and import car duty trial-calculation services. It also introduces a “Proactive Notification Service,” allowing users to receive real-time updates on case progress via SMS and email. Users can also set up a “My Frequently Used Functions” menu to save time in finding services and retain “Recent Query Records” to avoid repeatedly entering vehicle number information.
Customs Administration emphasized that the “Integration of Cross-Agency Vehicle Information Service” serves approximately 1.3 million imported and domestic vehicles annually. The revamped website not only better meets the needs of the public but also incorporates public cloud resources to enhance service resilience, system stability, and security. In the future, we aim to continuously introduce innovative technologies to further refine website services, providing the public with more convenient and high-quality service experiences.
