Pilot Program for Free-trade-zone Enterprises to Apply for Entrusting Two or More Enterprises Outside a Free Trade Zone with Conducting Multistage Repair, Inspection, and Testing for Foreign Goods

In order to improve customs facilitation, Customs Administration announced that starting from August 2024, free-trade-zone (FTZ) enterprises obtained Authorized Enterprise Certification certified by the Ministry of Transportation and Communications or Security and Safety Authorized Economic Operator(AEOS) certified by Customs can apply to Customs for entrusting two or more enterprises outside a FTZ with conducting multistage repair, inspection, and testing (hereinafter referred to as Multistage Process) for foreign goods.
Customs Administration explained that if foreign goods of a FTZ enterprise are entrusted to an enterprise outside a FTZ for repair, inspection, and testing, the goods shall be transported as a whole batch backwards and forwards. However, the manufacturing processes of key industries in Taiwan such as the semiconductor industry are elaborate and require the cooperation of multiple enterprises. As a result, Customs launched the pilot program. Whatever FTZ enterprises have the certificates mentioned above may apply for entrusting two or more enterprises outside with conducting Multistage Process. Under this pilot program, the goods transported outside the FTZ for Multistage Process can be moved from the first-stage enterprise to the following-stage enterprises directly. It should be noted that the goods should be shipped back to the FTZ within six months from the approval date or before the expiration of the extension deadline in accordance with Article 25 of Act for the Establishment and Management of Free Trade Zones.
Customs Administration further stated that this pilot program will contribute to the connectivity between logistics industry inside FTZs and the supply chain of manufacturing enterprises outside FTZs, so as to foster the development of related industries in Taiwan. Customs Administration encourages eligible FTZ enterprises to take advantage of this program.
