※ Quarantine regulations differ from the export countries. Please refer to the website of the Animal and Plant Health Inspection Agency, Ministry of Agriculture (APHIA) for more information.

An import permit issued by the Bureau of Foreign Trade (BOFT) is required for the importation of dogs or cats from Mainland China.

I. Carried by arriving passengers

1. Pets (live animals) carried by arriving passengers are restricted to dogs, cats and rabbits. Passengers (or their proxy) shall apply for the approval issued by the BAPHIQ two weeks in advance and declare to Customs via the Red (Goods to Declare/Customs Service) Channel.

2. The duty free exemptions for an arriving passenger is NTD 20,000. For bringing more goods (including pets) than exemptions, please declare to Customs via the Red (Goods to Declare/Customs Service) Channel and pay the duty.

II. Imported as cargo or unaccompanied baggage

1. Passengers import pets (live animals) in unaccompanied baggage shall declare to Customs via the Red (Goods to declare/Customs Service) Channel.

2. For more information about declaration of pets (live animals) imported as cargo, please contact Kaohsiung Airport Branch, Customs Clearance Section I.

3. Pet (live animals) importation involved in laws or regulations below shall obtain permits or approval issued by competent authority and declare to Customs via Red (Goods to Declare/Customs Service) Channel.

a. Quarantine regulations
For importation of pets (live animals), passengers (or their proxy) shall apply for the approval issued by the BAPHIQ two weeks in advance.

b. The Wildlife Conservation Act
Importation of species regulated by the Wildlife Conservation Act also requires a permit issued by the Forestry and Nature Conservation Agency, Ministry of Agriculture  (Protected Land Species) or Ocean Conservation Administration  (Protected Marine Species).

c. Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES)
For importation of CITES-listed species, a permit or certificate issued by the management authority of the state of export or re-export is required
