I. Controlled Items Referred to in the Customs Anti-smuggling Act:

    1. Items in excess of the prescribed limits announced by competent authorities:

        a. Items from China that are prohibited from importation, and in excess of the prescribed limit for personal use

        b. Medicines in excess of the prescribed limit for personal use (considered as banned drugs)

        c. Veterinary drugs in excess of the prescribed limit for one’s own pets

        d. Cosmetics with specific uses (such as perm, hair dye, skin whiteners, antiperspirants, sunscreen, etc.) in excess of the prescribed limits for personal use

    2. Prohibited items and restricted items which are not allowed to be imported without approval as stipulated in other laws or regulations, such as tobacco and alcohol products, counterfeit or banned drugs, medical devices and equipment, counterfeit or banned veterinary drugs, prohibited argo-pesticides, counterfeit argo-pesticides, weapons used by the police while performing duties, plants and their products prohibited from importation, animals and their products prohibited from importation, controlled items referred to in the Smuggling Penalty Act, items from China that are prohibited from importation according to the announcement of the Ministry of Economic Affairs, articles  with importation or exportation restrictions as stipulated by the Ministry of Economic Affairs in accordance with related trade regulation, etc.

※ Failure to declare controlled articles shall lead to confiscation of the goods in question and/or a fine no more than three times the value of the goods. Those incurring criminal responsibilities shall be transferred to investigating authorities for further legal actions.

II. Other Regulations

    1. BSMI Designated Items

        a. Pursuant to the Commodity Inspection Act, import of designated items shall apply for inspection to the Bureau of Standards, Metrology and Inspection (BSMI). Common designated items among passenger luggage are:

            • Information appliances, e.g. notebooks, tablets.

            • Home appliances and electronics, e.g. TV, speakers, microwave, hair dryer, vacuum cleaner, lighting equipment.

            • Baby supplies, e.g. baby carriages, baby walkers, baby garments and clothing.

            • Protective helmets.

            • Toys.

        b. Passengers are granted to carry such items without BSMI inspection if items carried are for personal use, or commercial samples, or exhibitions, or research and development, and the quantity and value thereof are in accordance with the article 5 of the Regulations Governing Exemption from Inspection of Commodities.

            • For each kind of household appliance (such as electric fans, hair dryers, vacuum cleaners, air purifiers, cookers, etc.) exceeding USD 1,000 in total but not more than 2 pieces, no application for commodity inspection is required.

            • For each kind of toy with a total value below USD 1,000 and not more than 5 pieces, or with a total value exceeding USD 1,000 but only 1 piece, no application for commodity inspection is required.

    2. Controlled Telecommunication Radio-Frequency Devices (CTRFDs)

        a. According to the article 18 of the Administrative Regulations on the Controlled Telecommunications Radio-Frequency Devices, passengers are granted to carry wireless telecommunications terminal equipments (TTE) or low-power radio-frequency devices (LPD), e.g. walkie-talkie, devices with bluetooth or WIFI functions, up to 5 pieces in aggregate without a prior approval by the competent authority.

        b. Mobile satellite earth stations and small satellite earth stations (such as China Beidou Box and Beidouhai Chat) are excluded from the foregoing exemption.

        c. Passengers in violation could be imposed with a NTD 100,000 to NTD 500,000 fine and confiscation of the CTRFDs.
